LIVE: Tropical Storm Harold to make landfall in Texas today AUSTIN (KXAN) -- Tropical Storm Harold officially formed in the western Gulf early Tuesday morning -- the ninth storm of the Atlantic hurricane season. The system currently has 45 mph sustained winds and is racing west/northwest at 18 mph. Harold is expected to come onshore late morning into the early afternoon between Corpus Christi and Brownsville. While the storm is intensifying, its quick forward motion will limit its time over the warm Gulf waters.Tropical Storm Warnings are in effect for the Texas coast from Port O'Connor southward to the mouth of the Rio Grande. A Tropical Storm Watch is in effect from Port O'Connor north to Sargent. Coastal Flood Warnings are also in place for affected areas.Only minor wind damage is expected along the coast, along with 1-3 feet of "storm surge" ocean level rise. Tropical systems pose increased risk to those with cardiovascular disease AUSTIN (KXAN) -- Tropical systems bring various impacts - to land, infrastructure, and people. With the deadliest part of a storm being water (rainfall, flooding, storm surge, etc.), there are other, and sometimes more hidden, threats -- particularly for those with cardiovascular disease.Meteorologist Kristen Currie spoke with a doctor associated with the American Heart Association to learn more.Below is a transcript of their conversation. Standoff: St. Louis Justice Center guard held hostage ST. LOUIS - Police say that prisoners took a 70-year-old guard hostage at the city Justice Center. They held him hostage for several hours. The initial call for help came around 6 a.m. The injured guard appears to have been released at around 8:30 a.m., but the standoff may not be over. Although the situation outside the building appears to be calming down.The guard was placed in an ambulance and taken to a hospital for treatment. The extent of his injuries is not yet clear. Officers say there is no riot happening. It's unknown if anyone has been injured. The guard was unarmed. St. Louis County man found safe 11 weeks after disappearing Several police vehicles are on scene, along with the St. Louis SWAT Team.
